Dataset contract

A dataset combines maintained sources, a normalized schema, quality rules, delivery format, and refresh schedule into one versioned product.

Version and reconcile

Every delivery includes a version, generated timestamp, source coverage, and validation summary. Reconcile by stable record ID instead of row position.
